Leave python 3.9 in the installer as out of support. Add a new optional component for python 3.13. This work is done. VS PR is at https://devdiv.visualstudio.com/DevDiv/_git/VS/pullrequest/592942. Waiting to merge this in until we have 3.13 profiling working in VS main.

PR for this work is up at https://devdiv.visualstudio.com/DevDiv/_git/VS/pullrequest/592942. Going to wait to merge this in until all 3.13 features are working (debugging, mixed mode debugging, and profiling).
