Hosts File Editor

Steps to reproduce

Open the HOSTS file editor from PowerToys.
Click on the additional lines button on the toolbar.
If there is not already lots of lines of text, add some until it overflows the textbox vertically.

✔️ Expected Behavior

Scrollbar appears and is usable via the mouse to scroll within the textbox.

❌ Actual Behavior

No scrollbar appears. It is still possible to scroll by moving the caret with keyboard or mouse as well as using the mousewheel.
