Description of the new feature / enhancement

Add a global language setting, which overrides the preferred UI language of the OS, similar to what Terminal did.

Scenario when this would be used?

  • One might prefer using English for the PowerToys
  • Languages other than English can have untranslated or incorrectly translated lines. Rather than reporting every single issue, one might change the language to English should they preferred to.
