Which issue are you experiencing with PowerToys Run?
Does the problem persists with QuickLookup and Translator plugins disabled?

The powerToys run control window cannot be called, the search panel cannot be opened, the Translator plug-in is closed. After inexplicably closing and re-running PowerToys, PowerToys RUN may be able to be opened. However, the PowToysRUN search panel cannot be called when PowerToys is started every time it is turned on.

Can you post another bug report?

• From the previous bug report seems there are some crashes in the event viewer but the file doesn't contain the full error.
• Can you also check if in %LOCALAPPDATA%\CrashDumps folder there is a dump named PowerToys.PowerLauncher.exe.*.dmp?
  The dump could help to determine what's going on.

The crashes you are experiencing are related to thumbnails generation.
To avoid crashes you can try to disable the following PowerToys Run option from settings.

Once 0.76.0 is released you can update and try to re-enable the option.
Some changes related to thumbnail generation has been made in 0.76.0.
