Description of the new feature / enhancement

that you can use new+ when using windows 10
As of what I have seen: on my win 11 laptop its only in the Rightclick context menu added in win 11, but doesn't exist in win 10. by adding it to the full rightclick context menu (both present in win 11 & win 10) and without removing it from the new rightclick context menu (with an button to the full context menu from win 10) It will work in windows 10 & windows 11

Scenario when this would be used?

when the user uses older hardware in their pc and/or didn't upgrade yet
(Note: I use win 10 on my pc at home and win 11 on my laptop for school and do use it on my win 11 laptop, but on my win 10 pc: it doesn't let me while it being configured correctly and having the tamplate files already in the folder that I selected)

when adding it to the full right click context menu (on win 11 when selecting the option that shows you the older full rightclick context menu & win 10: just rightclick) and you dont have to remove it from the new win 11 (rightclick context menu) pop-up that has got an button that takes you to the old win 10 (full right-click context menu)

I have taken a look at my win 11 laptop an saw that it apparently existed on the old context menu too, but why doesn`t it work on win 10?
It should just be copying files and removing the first number if hidden, why cant that just be enabled on win 10?

New+ is currently nor working properly even in W11, with problems reported from 22H4 to 23H4. See #35210
