My wsl2 also crash after upgrade to WIN11 23H2 22631.2715
-->Re-enable VM function can fix it:
dism.exe /online /enable-feature /featurename:VirtualMachinePlatform /all /norestart

I followed the guideline to provide the kernel dump and sent to the named recipient, even got a confirmation that my email was read, but it does not show up here ... is that expected behaviour? I also tried the suggestion from @linuxer-spec, but that did not solve it.

After a recent windows update the issue vanished, WSL does not crash any more:
