WSL service freezes after exiting distro

Repro Steps

1. I open Rancher Desktop and/or Ubuntu 22.04
2. I perform cli tasks
3. I exit the distro by closing the terminal/window
4. I then am unable to re-open either. The wsl commands no longer return any output although the WSL service still shows as Running.

Expected Behavior

I should be able to close and open distros or Rancher Desktop without the WSL service freezing and becoming unresponsive.

Actual Behavior

When the service freezes, I am unable to restart the WSL Service in the .msc console or from PowerShell, even with elevated privileges -- the service goes into a Stopping state and freezes there.
The only way to get the wsl service running again so I can use a distro is to restart the computer.

Rancher Desktop updated to version 1.12.3. Problem has not recurred since. WSL works as expected now.
