How to collect WSL logs
Download and execute collect-wsl-logs.ps1 in an administrative powershell prompt:
The scipt will output the path of the log file once done.
Once completed please upload the output files to this Github issue.

If you choose to email these logs instead of attaching to the bug, please send them to wsl-gh-logs@microsoft.com with the number of the github issue in the subject, and in the message a link to your comment in the github issue and reply with '/emailed-logs'.

Repro Steps
windows terminal set to maximized focus
inside
tmux
, run any app, such as'/mnt/c/Program Files/Sublime Text 3/sublime_text.exe'
Expected Behavior
the app opens in front. this works correctly if the command is run in bash directly.
Actual Behavior
the app opens in front of windows other than windows terminal, but behind windows terminal
note, some days this issue does not occur; other days it does. i don't think i'm doing anything that could affect this.
