wrong sequence of profile and bashrc #12088

Repro Steps
Placed echo comamnds both in ~/.profile and ~/.bashrc and started the wsl shell with
"C:\Windows\system32\wsl.exe -d Debian"
The result is:
According to Debian man page for bash the order of precedence should be
/etc/profile
/etc/bash.bashrc
~/.profile
~/.bashrc
Expected Behavior
I was expecting
profile runned
bashrc runned
Actual Behavior
The order is the opposite
