wrong sequence of profile and bashrc #12088

Repro Steps

Placed echo comamnds both in ~/.profile and ~/.bashrc and started the wsl shell with
"C:\Windows\system32\wsl.exe -d Debian"
The result is:

According to Debian man page for bash the order of precedence should be

/etc/profile
/etc/bash.bashrc
~/.profile
~/.bashrc

Expected Behavior

I was expecting
profile runned
bashrc runned

Actual Behavior

The order is the opposite

How to collect WSL logs

Download and execute collect-wsl-logs.ps1 in an administrative powershell prompt:

Invoke-WebRequest -UseBasicParsing "https://raw.githubusercontent.com/microsoft/WSL/master/diagnostics/collect-wsl-logs.ps1" -OutFile collect-wsl-logs.ps1
Set-ExecutionPolicy Bypass -Scope Process -Force
.\collect-wsl-logs.ps1

The script will output the path of the log file once done.

If this is a networking issue, please use collect-networking-logs.ps1, following the instructions here

Once completed please upload the output files to this Github issue.

Hello,
Attached log. Added echo in both profile and bashrc, then closed the terminal and reopened.
as you can see, the echo form bashrc is runned before the one from profile (which is not the way the configuration sequence should be applied)
