WSL2 cannot mount FAT32 formatted physical drives #12153

Repro Steps
try to mount a FAT32 formatted USB stick or SD Card.
Try again in Ubuntu
Expected Behavior
I expect to be able to either mount the device any number of ways:
Actual Behavior
Either doesn't mount and claims device does not exist.
Or does mount and then reports reading '.' operation not supported.
