Title: METRICS: P1: AppInsight UserID/SessionID Telemetry

Modifying the events to use Bot user/session ID's enables other Application Insights reports such as "Funnel" in show data in the appropriate user and session context.

The Core PR was reviewed by @johnataylor #1168
I will create a combined PR (Core and WebAPI) and push a new PR.
