Port this change from botbuilder-dotnet/master branch:
microsoft/botbuilder-dotnet#4336

Relates to #2367

Added CultureInfo and StringComparison where needed.
Fixed some ArgumentException calls that were using the wrong parameters.
Implemented IDisposable pattern for CosmosDbPartitionedStorage and CosmosDbStorage
