[Power Platform communication site template] Provide access to the entire organization in environment?

Hi there!,

Acording the governance strategy, we are creating a "new default environment" where we want to grant access to the whole company.
What should we do if we want all the citizen developers to have this environment visible in their environment list?

We provided access trought "Power Platform Admin Center -> Environments -> Setting -> Teams and providing access to the org but not sure if its working.
