Dev center sync fails with the InvalidFile error #117

Describe the bug
The built-in sync from an Azure Dev center fails when adding the quickstart-environment-definitions catalog

To Reproduce
Steps to reproduce the behavior:

  1. From the Azure portal, create a new dev center. On the Basics tab of the Create a dev center page, keep the setting "Azure deployment environment definitions" enabled
  2. Once the dev center is provisioned, navigate to the dev center page and, in the Environment configuration menu, select Catalogs
  3. The quickstart-environment-definitions catalog entry will be listed with the Sync failed status
  4. The error details are
    The catalog has errors that might have occurred due to the synchronization operation, or due to problems with the resources that are defined in code.
    InvalidFile: InvalidFile

Expected behavior
The quickstart-environment-definitions catalog entry should contain multiple entries and sync should complete successfully

Additional context
This works fine (including the sync) for a dev center created four months ago (with the same exact settings)

Same here. Deployed DevCenter on 1/7/25
