[Environments reliability] Unable to create Dev Box environments if multiple users are logged in Dev Home #3677

Steps to reproduce the bug

Make sure at least two users are logged in Dev Home, and one of them doesn't have Dev Boxes configured.
One of the simplest ways to check this is to open Environments page; it should show an error message stating "")
Try to create an Environment

Expected result

No response

Actual result

The operations fails with

And the logs/logging out the unconfigured user confirms the root cause of the issue.

This will probably need some design as well since there will need to be a way to select the account a user might want to use.

This also repros when running on a fresh setup, with no users logged in Dev Home. In this case, the error message should state this like in Environments page.
