Political reasons. Microsoft is a global company with Windows being used as an operating system around the globe. Some countries recognize other countries, others don't, Microsoft would like to avoid the potential conflict of "you cannot have that emoji available in our country".
That decision causes daily frustration and productivity loss for a great number of people.
Microsoft needs to own the mistake and fix it. There are multiple ways to address the political issues without adversely impacting so many people on the daily basis. Microsoft has resources to do that. And they usually are very pragmatic about things. The current approach is anything but pragmatic.
I don’t see how it’s a trademark violation!
