[Feature]: Add MM System Table

Feature Overview

The Management Mode System Table (MMST) is a table that contains a collection of common services for managing MMRAM allocation and providing basic I/O services. These services are intended for both pre-boot and runtime usage.

This tracks adding the MM System Table to mu_rust_pi.

Solution Overview

Add protocol definitions from PI Spec v1.9 V4 - Management Mode System Table (MMST) - Section 3.
