SARIF v2 to v1 transform broken for duplicated fully qualifed names

Create a file with two logical locations in the array, PartOne::PartTwo (a namespace) and PartOne::PartTwo (a type). Create results that point to each. Transform to v1.

Result: we no longer have key name construction for resolving the fully qualified name collision.
