Describe the bug
visual studio provided vcpkg is missing some mandatory files in the script folder

Environment

OS: Windows 10
Compiler: Visual Studio 17.6

To Reproduce
Steps to reproduce the behavior:

Add ffmpeg to manifest
See error

Expected behavior
Dependency installation

Failure logs

CMake Error at scripts/cmake/vcpkg_acquire_msys.cmake:79 (file):
  file SHA512 failed to read file "C:/Program Files/Microsoft Visual
  Studio/2022/Professional/VC/vcpkg/scripts/msys/compile_wrapper_consider_clang-cl.patch":
  No such file or directory
