ParaView and VTK are linked so the VTK version is dependend on the VTK Version in ParaView. So you are basically waiting for the 5.12 release of ParaView (currently at rc2 so there will probably be a release in a few weeks).

@Neumann-A as a ParaView and VTK developer, yes ParaView depends on a VTK, but not on a specific formal VTK version. ParaView 5.12, which will come out soon, depends on a the VTK's paraview/release branch, and not the release branch where 9.3.0 is tagged. So stalling VTK release because of ParaView release, is not necassery IMO.
