Investigate creating and using a non-root user in the container by default.

Related to #1766.

Moving to 1.9.0 since our .NET plans for that milestone should make this realistic.

Just a note: As we move forward with these changes to .NET support (disabling ssl by default) we'll need to add documentation of how a user can add this feature to their Single .NET Core project

This change is now released with Docker extension version 1.12.0.
