If user install the IoT Workbench before install Arduino IDE, the extension will work incorrect.
This issue came from microsoft/azure-iot-developer-kit#426.

The extension should auto-check the Arduino IDE when start, show error if not find and auto-fix the setting if find the Arduino IDE has been installed.
