Hover popup size gets larger as number of lines in code cell gets larger

I'm not entirely sure what I did, but the hover popups have started scaling with number of lines in my code cells. Once the cell is large enough, the popups begin to cover the code I am typing. I generally like having function details popup on hover, so I don't want to disable popups entirely. It is possible this is a bug but I'm not sure. Please see the attached images. The only difference between subsequent images is how many lines exist in the cell.

If someone could help me fix this it would be much appreciated!

Edit: Also, I just want to add that this only occurs in Jupyter notebooks, not in regular .py files.
