Python 3.7.3 64-bit, located at /bin/python3 or /usr/bin/python3, both locations are causing the problem
Note: I don't have installed python2 at all except (

Actual behaviour
Jupyter notebook does nothing, start/debug buttons do nothing, notebook itself gets rendered
