Bring back the "Remove Cell" button to the left of each cell like the previous version, instead of showing it after selecting each cell. In that way, I can't delete multiple cells consecutively and efficiently.

@Lingfeng-Wei does changing this setting to "left" help out with the new UI at all?

Nope. This simply changes the toolbar location. But I still have to click and select each cell to display the toolbar. See attached image:

Whereas the past version displays the toolbar for each cell (No click needed):

I'm using the interactive window.

@Lingfeng-Wei If you change

"notebook.cellToolbarVisibility": "hover"

in your settings.json, does that help as a workaround for now?
