Right now you have to set envFile in launch.json explicitly.

Is explicitly setting the envFileexpected to work? I mistakenly filed microsoft/vscode#61272 and was referred over here, where I found this issue.

@daishi yes, the envFile argument in launch.json should work, so please open a separate issue if it isn't.
