Provide an option to open the Python logs when selecting interpreters

Probably as a quick pick item or an icon on the top right here.

A lot of times environments are discovered but are not valid, so they do not show up in the interpreters list. The logs often contains the details of why this might have happened. It can be helpful to say something like `"Cannot select your interpreter? Open logs to see what might have gone wrong".

But again, this might be a overkill.
