We still manually activate conda when running the debugger.

The issue here is double activation with conda run. We actually had debugger run with conda run, but had to revert it.

Waiting to see where conda/ceps#25 ends up in terms of conda version support. Once we know what we will know when https://github.com/conda/conda/releases/tag/22.9.0 is the oldest release we need to support.
