remote ssh will not install in offline mode on Ubuntu.

Steps to Reproduce:

$ code --install-extension ms-vscode-remote.remote-ssh-0.65.6.vsix

Unable to install extension 'ms-vscode-remote.remote-ssh' as it is not compatible with VS Code '1.56.2'.

The version of the client and server must match. Closing as I believe this is a duplicate of #1242. If I've misunderstood the request here, please just let me know. Thanks!
