The Outline view is currently one of the options under the Explorer view.
Please "promote" Outline view so that it is directly listed on the sidebar.

This will simplify switching between the Explorer file lists and the Outline function lists

#49923 is superset of this and has received many upvotes, but has been open since May 2018 with no sign of action.
