TypeScript 2.0 is a major release and we should not just silently update to this version:

remove the existing guidance for how to use 2.0
add a one time message when opening a TS or JS file that TS 2.0 is included with a link to the 2.0 release notes
in the release notes mention how to stay on 1.8 using the tsdk options.
