Some users are hesitant about enabling telemetry for various reasons but still want to have the option to enable error telemetry so that the team may produce a more stable product. This issue tracks the exploration of adding an additional telemetry setting enableErrorTelemetry.

To verify use both the deprecated telemetry.enableTelemetry and the new telemetry.telemetryLevel and ensure that you see proper logging in the telemetry console when you have log level set to trace.
