Steps to Reproduce:

  1. use vscode.dev
  2. install as pwa
  3. enable WCO
  4. zoom out

🐛 the titlebar is shorter than the WCO which is a fixed height

This is due to counter-zoom not working in web as we don't know the zoom level from the browser
