UNC host '...' access is not allowed

Pinning this issue since we get an increasing number of bugs reported as a consequence of fixing #181914 in 1.78.1. We will monitor user feedback and may tweak the experience going forward to make this less painful if possible.

Beginning with VS Code 1.78.1 accessing any UNC path (those that begin with \\) on Windows is blocked to mitigate a security risk that is further explained in this Security Advisory.
