Steps to Reproduce:

If the Visual Studio Code 1.84.1 x64 system installer update is pushed out to a machine while a user is logged on and currently has the VSCode application open, the application will get corrupted and be unusable. The user installer is not an acceptable solution for IT admins.

If you manually attempt to apply the update without switches while the application is running, you get a message indicating that the application is in use and to close it before continuing.

VSCode Version: 1.84.1
OS Version: Any
Steps to Reproduce:

Install Visual Studio Code 1.84.0 x64 on a machine.
Ensure a user us logged onto the machine and that they have the Visual Studio Code application open.
Run update as system with silent switch /VERYSILENT /SUPPRESSMSGBOXES
Attempt to start the VSCode application.
Does this issue occur when all extensions are disabled?: Yes
