Allow for floating terminal/debug console/problems/output/etc

The issue #10121 was closed once the support for floating editors was added, however I think it does not address a few important things that were mentioned in the original issue, such as allow for floating:

• Terminal
• Debug console
• Problems
• Output
• Possibly any other panel?

How feasible would it be to add this?
