Feature Request: Max Git Commit Chars Setting

Add a config option to limit the number of chars in a git commit message title. For example, I could limit my commit messages to 50 chars. UI wouldn't let me type more than that and force me to move more detailed explanation to the commit body. A countdown of remaining chars (like when writing a tweet) would then be possible.
