Testing #4019

When the workspace is opened on a file and not on a folder, then there is no Configure Task Runner action in the Command palette. While task.json is only supported when Code is opened on folder. It would be better to have the command in the palette and to show a message that this Command is only available when opened on a folder.

I took me a while to figure out why I cannot configure a task when I opened a single file...
