Allow webviews to be shown in modal windows

It would be very helpful if extension writers could show a popup/modal window with various kinds of graphical options (e.g: create file from list, with a preview of various file types).

In fact there is already something like that (the built-in issue report window), but I'd prefer more flexibility by either allowing more control types in the dialog (like icon views, treeviews etc.) or make the entire content a webview.

This is a feature we'd love to have for the Apollo extension. I see this issue's a bit dated, but has assignees. Is there any priority for this (or another similar issue driving this FR)?

For our use case, a more restrictive API that allowed some customization inside a popover-style view would be perfect and spare the expense of a full webview.
