Refs: #89390

Currently, two changes events are exposed in the auth namespace: onDidRegisterAuthenticationProvider & onDidUnregisterAuthenticationProvide

This can be simplified to onDidChangeAuthenticationProviders, which fires with event data that has added and `removed
