Description of the new feature / enhancement

Since one of the primary scenarios for using winget configuration is to enable consistent configuration of an existing development environment, and since many development environments can be rather complex, it would be extremely nice if there was a way of creating a winget configuration file to mimic the configuration of an existing development environment.

I fully recognize that this is an unbounded and probably impossible task to completely solve, but even just having the ability to create a winget configuration file which listed acquisition instructions for all the packages installed on the source machine that can then be tweaked by the person responsible for creating the configuration yml file would be incredibly useful.
