Brief description of your issue
Kinda related to #118528? The user-scope installer works fine, but when trying to upgrade the package, the upgrade only shows as available for the system scope, not the user scope.
Steps to reproduce
Install an older version of pandoc
winget source update
winget list --scope user --upgrade-available
winget upgrade --scope user JohnMacFarlane.pandoc
Actual behavior
The application doesnt show up as upgradable in the user-scope upgradable list, and can't be upgraded as a user.
winget.exe upgrade --scope user JohnMacFarlane.pandoc
<#No installed package found matching input criteria.#>
