The package seems to have a hard dependency check on an installation of OneNote during installation. Most likely this check didn't exist in past versions. As OneNote can be installed in different variants (e.g. through Office 365 Enterprise, Office 365 Standalone, OneNote Standalone etc.). I think that this can't be specified with the current dependency options that are supported by winget.
At least to my knowledge it's therefore not possible to create an update of this package.
I'm open to suggestions if someone else has an idea on how to solve this.
