@codmccabe Thanks for taking the time to report your problem. I'm afraid that you have reported the issue in the wrong project as this appears to be a package related problem rather than with winget itself. Problems with packages should be filed separately in the winget-pkgs repository: https://github.com/microsoft/winget-pkgs/issues

How did I come to that conclusion?

I took the URL listed in your winget CLI output and tried to download the setup file. In Google Chrome this resulted in an ERR_CONNECTION_TIMED_OUT error. A download via wget also lead to a connection timeout:

$ wget --verbose --timeout=60 -O /tmp/xming.exe https://ayera.dl.sourceforge.net/project/xming/Xming/6.9.0.31/Xming-6-9-0-31-setup.exe
--2020-12-29 00:30:13--  https://ayera.dl.sourceforge.net/project/xming/Xming/6.9.0.31/Xming-6-9-0-31-setup.exe
Resolving ayera.dl.sourceforge.net (ayera.dl.sourceforge.net)... 172.110.242.68
Connecting to ayera.dl.sourceforge.net (ayera.dl.sourceforge.net)|172.110.242.68|:443... failed: Operation timed out.
Retrying.

This means that the URL in the xming manifest points to an outdated location:

Url: https://ayera.dl.sourceforge.net/project/xming/Xming/6.9.0.31/Xming-6-9-0-31-setup.exe

The xming package download link has been updated via #5793. This issue and its duplicate #5770 can be closed once the package installation has been verified to work with the new download URL (when the changes have been replicated to the winget package index).
