OneFuzz now provides a hosted service, which should dramatically reduce the overhead of onboarding.

Instead of running the fuzzer directly in our CI, onboard to https://aka.ms/onefuzz. The ebpf project is onboarding in internal PR https://mscodehub.visualstudio.com/eBPFForWindows/_git/eBPFForWindows/pullrequest/30598.

Also, we should add explicit IOCTL coverage with kernel mode coverage.
