Starting from scratch given the updates, I have the 'public' repo as a submodule of 'private' per the instructions. Updates to the environment name for the JSON files was done against the 'private' repo, as this was not too clear
Running a Pipeline against the Private repo in the next step fails with:
/yaml/build-functionapps.yml@group-membership-management
(Line: 4, Col: 1): Unexpected value 'steps'
Given there were no updates made to this file, is this a bug?
