en mi caso he puesto un spsecuritytrimmedcontrol antes del div suiteBarButtons..
<SharePoint:AjaxDelta runat="server" ID="DeltaSuiteBarRight" CssClass="ms-core-deltaSuiteBarRight" BlockElement="true">
<div id="welcomeMenuBox">
<wssuc:Welcome id="IdWelcome" runat="server" EnableViewState="false" />
</div>
<SharePoint:SPSecurityTrimmedControl ID="SPSecurityTrimmedControlName2" PermissionsString="FullMask" runat="server">
<div id="suiteBarButtons">
<span class="ms-siteactions-root" id="siteactiontd">
<SharePoint:SiteActions runat="server" AccessKey="<%$Resources:wss,tb_SiteActions_AK%>" ID="SiteActionsMenuMain"
PrefixHtml=""
tambien podemos hacerlo en cualquiera de los elementos pero no funciona por ejemplo para el de "edit page"
