I'm at a loss as to why it is not working.

The error...

System.BadImageFormatException: Could not load file or assembly 'SEToolbox.ImageLibrary, Version=1.0.0.0, Culture=neutral, PublicKeyToken=775a5266bced8a9f' or one of its dependencies. The module was expected to contain an assembly manifest.

... Indicates that there is an x86/x64 incompatibility.

Which doesn't make sense, as all files are x64 or AnyCPU.
Your computer reports as x64...

Is64BitOperatingSystem: True
IntPtr.Size: 8

I can only ask that you try running "Repair" on the installation, and attempt to run it again.

And wait an see if anyone else is having the same problem.
