The following code is the simplified case of an uncaught exception when calling start() twice on the SerialInputOutputManager.

try {
mSerialInputOutputManager = new SerialInputOutputManager(mUSBSerialPort, this);
mSerialInputOutputManager.start();
mSerialInputOutputManager.start();
} catch(java.lang.IllegalStateException ignore) {

}

An exception is thrown from SerialInputOutputManager.run(), which is not caught by the catch in the code sample above.
