Is your feature request related to a problem? Please describe.
I would like to take input from a user in 24hr time, including hours and minutes.

Describe the solution you'd like
I would like a picker allowing users to select the hour and minute. Some thoughts:

can be configured for 24hr or 12hr time
Can be in 1 minute, 5, 15, or 30min increments

Describe alternatives you've considered
I've experimented with using a select for hour and a select for time, but it was awkward for me.
